On 30 July 2012, the Christchurch Central Development Unit released the Christchurch Central Recovery Plan, or “Blueprint”.
The Blueprint provides for a greener, compact, and low level “core” central city, bounded by the Avon River, and a new “frame” to the north, east, and south. In addition, 17 “anchor projects” are provided for in the Blueprint, including a convention centre precinct, retail precinct, metro sports facility, and an Avon River precinct.
Unlike the Draft Plan prepared by the Christchurch City Council, the Blueprint includes the locations of the anchor projects, many of which are located on private land. This means the Government will be required to purchase the designated properties, and can compulsorily acquire any land under the CER Act. The Blueprint also makes amendments to the Christchurch City Council’s District Plan to support the Blueprint, including new zoning and rules.
