Further RMA Reform
Late last year, the Government outlined its priorities for 2012. This included a number of proposed changes to the RMA, including the following:
Legislation to ensure that there is only one plan (a "unitary" plan) for each district;
Legislation to set a six-month time limit for the consenting of medium-sized projects;
Continue to advance the Fresh Start for Fresh Water programme;
Introduce new environmental reporting systems; and
Additional changes to improve the RMA as part of the second phase of reforms.
Some of these changes could have quite significant implications, particularly the requirement for unitary plans for each district. This is an outcome that is provided for in the Confidence and Supply Agreement between National and ACT.
There is limited information available on these proposed changes at this stage. We will keep a close eye on developments and provide further updates as they come to hand.
